(sigil cli app install-cmd) - the sigil app install handler

Isolated in its own module (it is the largest handler) so the compiled bytecode stays under the sigil-build truncation threshold. Shared helpers come from (sigil cli app commands); GUI launcher/desktop helpers from (sigil cli app gui).
