(sigil cli app commands) - shared helpers for the sigil app subcommands

MCP detection/env helpers, workspace package selection, the native build driver, and small utilities used by the install/manage handlers. Split out (with the handlers) from (sigil cli app) to keep every compiled module well under the size at which the sigil-build bytecode emitter truncates a module's tail (see [[investigations/sigil-build-stale-sgb-cache]]).
